

Housing Advocate Representative
The Housing Advocate Representative serves as a voice for housing-related concerns within the Voices Neighborhood Council boundaries. This representative supports both renters and homeowners by helping identify community housing needs, sharing information about available city services, and elevating concerns related to tenant protections, housing stability, code enforcement, displacement, and neighborhood quality of life. The Housing Advocate Representative should serve as a point of contact between community members, housing-related agencies, local partners, and City representatives. This member is also responsible for supporting outreach efforts, providing housing-related updates, and helping connect stakeholders to resources that benefit the community.

Vice Chair
The Vice Chair supports the Chair in leading the Voices Neighborhood Council and assists with
the coordination and effective operation of the Board. The Vice Chair serves as a key leadership
partner to the Chair, helps maintain communication with committees and Board members, and
assumes the responsibilities of the Chair when the Chair is unavailable. This role should support
continuity, accountability, collaboration, and follow-through on Council priorities.
The Vice Chair shall:

Support the Chair: Assist the Chair with leadership responsibilities, Board coordination, implementation of Council priorities, and other duties necessary for the effective operation of the Council.

Act as Chair When Needed: Perform the duties of the Chair and preside over Board meetings when the Chair is absent, unavailable, or otherwise unable to perform their duties.

Agenda Review and Coordination: Review draft agendas prepared by the Chair and Recording Secretary and provide recommendations, edits, and feedback regarding Council priorities, operational needs, meeting flow, and clarity. Work collaboratively to support timely finalization and posting of agendas in accordance with applicable requirements.

Committee Coordination and Oversight: Work with the Chair and Committee Chairs to monitor committee activity, encourage regular meetings, identify operational needs or barriers, and help ensure committees remain active and aligned with the goals and priorities of the Council.

Board Member Support: Assist the Chair in communicating with and supporting Board members regarding their responsibilities, assignments, projects, committee participation, and Council initiatives.

Project and Initiative Coordination: Assist with the coordination of special projects, community initiatives, workshops, events, outreach activities, and other Board-approved priorities as assigned or agreed upon with the Chair.

Follow-Up and Accountability: Help track Board-approved actions, committee assignments, projects, and other Council priorities and assist in following up with responsible Board members or committees regarding progress.

Leadership Continuity: Remain informed regarding significant Council business, current projects, partnerships, and operational matters so that the Vice Chair can provide continuity when acting on behalf of the Chair.

Governance Support: Work with the Chair, Parliamentarian, and other officers to promote compliance with the Council’s Bylaws, applicable City policies, the Brown Act, and other governing requirements.

Parliamentarian Succession: Perform the duties of the Parliamentarian when the Parliamentarian is absent or unavailable, as provided in the Bylaws.

Budget Coordination: Participate in annual budget planning in coordination with the Treasurer and Chair and assist in identifying operational and programmatic priorities for consideration by the Board

Additional Duties: Perform other duties consistent with the responsibilities of the office
as assigned by the Board or coordinated with the Chair. -
Reporting and Coordination: The Vice Chair works in direct coordination with the Chair and
shall provide updates regarding committee activity, assigned projects, Board operations, and
other Council initiatives as appropriate.
